Bring a pot of water to boil, carefully add in the dumpling and stir gently to prevent sticking. Once boiling, reduce to medium-low heat. Add 1/2 cup of cold water and bring it back to a boil. Repeat this step two more times until the dumplings are fully cooked and floating. Reserve 3/4 to 1 cup of dumpling cooking water.
Meanwhile, in a soup bowl, combine chili powder, minced garlic, chopped green onion, and sesame seeds.
Heat 3 tablespoons of oil in a small pan. Once hot, carefully pour the hot oil into the soup bowl and mix well.
Add soy sauce, vinegar, oyster sauce, garlic salt, reserved dumpling water, and the cooked dumplings to the bowl. Mix until well combined.
Garnish with cilantro if desired. Serve hot and Enjoy!
