Preheat oven to 425°F (220°C)
Heat 2 teaspoons of oil in a non-stick pan or skillet over medium heat. Add diced onion and sauté for 2 minutes until onions start to soften.
Add ground beef to the pan, break it into small pieces and sauté until browned. Add diced carrots and celery, sauté for another minute.
Add the canned tomatoes, tomato paste, salt, and black pepper to the pan, cook for 2 minutes until it starts to thicken.
Add cooked rice, soy sauce, oyster sauce, and mix until the rice is evenly coated with the sauce and everything is well combined. Taste the rice mixture and sprinkle in more salt if desired.
Turn off the heat and transfer the rice to an 8”x 8” casserole dish. Top with a generous amount of shredded mozzarella cheese, and spread it out in even layer. Bake in the preheated oven for 10-12 minutes, until the top becomes golden.
Let it cool for a few minutes before serving and enjoy!
